Fahad Al-Rajaan was born in Kuwait in 1948. Upon completion of his schooling Fahad travelled to Washington DC to attend the American University, where he received a BA in Business Administration in 1974.

The first step on his career ladder was working as Issues Manager for the Kuwait Investment Company, where he remained for six years. This was followed by the position of Chairman and Managing Director of the Kuwait Real Estate Investment Consortium from 1981 to 1984. Fahad left this role to accept the post of Director General of the Public Institution for Social Security in Kuwait (PIFSS), a position he retains to this day. The PIFSS is an autonomous government institution set up to manage $30 billion in assets for the Kuwaiti people coming from oil revenues.

While acting as Director General for the PIFSS, Fahad Al-Rajaan has also explored a number of other high profile business interests. Notably he has worked as the Chairman of the Ahli United Bank, the largest lender by market in Bahrain providing retail, treasury, corporate, offshore, wealth management and private banking services. This position played a large part in the naming of Fahad as one of the top 500 most powerful Arabs in the world.
